This is probably from sometime in January 1993, given a promo for the very short lived(it only aired during this month) series, Space Rangers. Looked pretty bad!

I was 8 going on 9 in 1992, an I remember all these commercials from my childhood as a kid in the 90s.😀
The person in the bath tub full of water has his legs coming out and the cream character swirl has made a cookie sandwich with sprinkles and candy and those two kids are drinking some white milk together
