Man, if it is this easy you can literally wipe them out within a year or two! But there has to be regulation on how many you can keep though.

The tool is a sprayer. The liquid that he is spraying is a strong saltwater solution. These sprayers are available at hardware stores. www.homedepot.com/p/HDX-1-Gal-Pump-Sprayer-1501HDXA/307766754?source=shoppingads&locale=en-US&mtc=Shopping-B-F_D28O-G-D28O-28_1_CHEMICALS-NA-NA-NA-SMART-NA-NA-SMART_SHP&cm_mmc=Shopping-B-F_D28O-G-D28O-28_1_CHEMICALS-NA-NA-NA-SMART-NA-NA-SMART_SHP-71700000059845719-58700005436056249-92700049554889054&gclid=CjwKCAjwqIiFBhAHEiwANg9szoZYiFwFWya4I4Dfo99PPFkh8vfpxAmkTD6MCzA-oRmvCRWYQuwRVBoCBwAQAvD_BwE&gclsrc=aw.ds

It's a pump sprayer used to spray weed killer. I just watched another video & they were pouring salt & seawater in key-shaped holes to make them pop up so he might have salt water in the sprayer.

Just dissolve as much salt you can in a liter of water. Maximum table salt to dissolve in water is about 350g/Liter. You can use bulk salt for water softener too. Super saline solution is heavier than natural seawater. Just shoot the saline spray into the borehole will force razor clams out.

I think you are correct about the broad, indiscriminate salting. Orleans does not allow it. I think the wording is only in areas of known high concentrations and in specially designated areas, which I cannot find posted and probably don’t exist. In this video the concentration looked very high tho

Most states have bag limits on shellfish. There are definitely bag limits for Ma. and Ca. for hard shells. As long as they comply with state law, it is legal. If the video maker that was "tagging along with someone with the license to do so" did not catch, collect, or keep any of the Ma. clams, he is fine.
