I think technically thats a lagoon triggerfish, looks a bit different. State fish is the reef trigger, both are called humu's in hawaiian though
What size hook do you use to catch those small bait fish?

Pretty sure only thing that eats those things is crabs after they die lol I've seen tiger sharks dead with puffers in the throat.
