Apparently, it's both staged and not. There are cases which are real (with the real people) and some cases that are made up to teach something or talk about a specific problem of society. There are also episodes in which the case is real but it's played by different actors (in order to protect the identity of those involved). The judge sometimes doesn't know wether the case is real or not.
