That was B/C Team Penske, Target Chip Ganassi, and Team Green (which would became Andretti-Green Racing when Michael Andretti retired following this season) left Champ Car for the Indy Racing League after this season. That's why the grid was 'severely reduced', to quote your words.

That's not exactly true. Both Ganassi and Team Green ran 2002 in CART, quite a few teams scaled down and a couple went bust for 2002 though
