As a taurus man myself we are VERY affectionate people we absolutely love physical touch but when there are unresolved problems weather it be with our current partner or past traumas we definitely can be withdrawn and will refrain especially when we feel like us being affectionate is "a problem" and that person doesn't like or value our affection. So either he has been in a damaging relationship that made him feel like it's a problem to be affectionate OR something you are doing is off putting and makes him feel like it's a problem to be affectionate. Try talking to him and openly listening to him without taking things personally and feeling attacked listening with love and concern.
