My printer does not turn on, when I charge it the charge status blinks 4 times and disappears after. Is my printer broken?

Where do I buy the cartridge when the ink runs out? I've always wanted to buy this model but I don't see any cartridges being sold online, and we don't have an official Canon store here. Do cartidges come with those boxes of 20 sheets of paper?

Every time you finish the 20 photos that’s why the paper is price because it comes with ink so basically the ink only last until the paper is out
