is it only for getting admission or grant of scholarship as well? Majority of students cant afford educational and other expenses in Canada without financial aid.

You can apply for get a fully funded scholarship that also provides monthly stipends to cover your cost of living.

For HND, get you r credentials evaluated by WES. WES usually say most HND's are equivalent to a Bachelors degree. Some Universities can accept HND without a WES evaluation. You will need to check with the institution of your choice.

With 4 backlogs and 7.3 cgpa can i get in University ?

Why not, your have lots of choices in Canada, USA to choose from. You just have to make up for that, like get more relevant extracurricular activities, improve your CV by gaining professional work experience and other points mentioned in this video. They wouldn't say no if they see all of these.

For Admissions requirements, you would need to check with your intended school of studies, find out directly from your intended faculty what the requirements are for entry into your choice course of study. Admissions requirements defer from School to School, Course to course.

Not compulsorily, check if the school needs a WES before applying. However, with a low GPA, having a WES could increase your chances.

Many schools offer fully and partially funded scholarships. You will need to check your eligibility for a scholarship and if the school you are applying to have provision for scholarships before you apply.

This university is rigid! You can barely get conditional admission with a GPA below 3.0.

2.9 isn't a bad GPA. You should look out fir universities that accepts even less than 2.9.

A 2.9 GPA heading to a graduate prog in Canada is low. Your options are limited minus a GRE/GMAT. But try your luck

Some Canadian universities do not require IELTS. You can check with the school if they would or not require one.
