Why? To restore confidence in the international student program. In 2023, Canada had over 1 million permit holders, up from 300k in 2015. The program has faced criticism for contributing to housing crises, healthcare shortages, and social tensions. Immigration Minister Marc Miller has even introduced a two-year cap on new study permits.
This proposal aims to ensure permits are only processed for trusted institutions. Estimated cost? Almost $87 million over 10 years.
