I deadlift on horse stall mats on my concrete floor. Nothing too fabulous, but does the job very well.

Papa K is speaking the truth ya'll. I've used hoarse stalls and they work. I was throwing my kettlebells on my concrete garage floor. The concrete didn't know what was up. Once I just sat there in summer with grandpaps old balllpein hammer and gave that concrete the biz-nazz. listen to what Papa K is explaining cause you'll avoid damaging your garage floor.

Ha! My dad is a geologist and he always had a bunch of rock hammers in the garage. One day I gave our concrete the biz with a rock hammer. I was super happy and jamming... until my dad came out. :)
I have an older home and the concrete just doesn’t seem to have the same durability as a commercial facility. Ultimately I built a wood platform, but do you have any thoughts on older concrete?

Totally agree! I lifted for 10 years on bare concrete in my Austin, Texas home that was built in 1961. The concrete held up just fine. But if you are worried- lift on the platform, rubber, or carpet remnants
Will weight plates damage concrete is a more pertinent question? Whether a plate is rubber or iron it will transmit the same amount of force. That’s simple physics. The difference is the way in which energy is absorbed and shock is dealt with not force reduction.

The difference between rubber and iron is the surface area impacting the floor -AND- energy absorption/dissipation. Rubber bumper plates have greater surface area and dissipate the energy away from the floor vs metal plates.

What’s the best option for lifting in a 2nd floor apartment? Horse stall mats aren’t an option for me.

Try lifting during "normal" times (not too late not too early) and being very careful about setting weight down. Rubber mats sold on Amazon will dim the noise. I don't think Oly lifting would be possible without bothering neighbors and or having things fall all over the place due to vibrations. In terms of regular lifting a friendly conversation can go along way.
I'm having my garage floor crack, even with horse mats, and rubber bumper plates. Some are from rogue, and others from wasatch. Is my garage floor the issue, or am I missing something here?

Probably the floor it won’t hurt to throw a layer or two of plywood under the stall mats

Great advice from @david Wang above. Try putting something under the stall mats to dissipate/spread out the impacts.
I cracked my basement floor deadlifting with crumb bumpers on top of 3/4 inch rubber mats
Can iron plates eventually break if you keep dropping them on concrete

Chances are the concrete will crack before the iron but there is a chance that they can break eventually.
