it's more important to get the stagger > counter > break to reduce the damage he does by a significant amount. Sometimes if your damage is a bit high, you'll get both the stagger and a big orb at the same time. Always prioritize the mech before the big orb, you can kill the big orb after the break along with the little white orbs. If you have the lightning shield, you are immune to the buff from the white orbs. If you take more than 5 white orbs (without the shield), you will take a very large dot that will eventually kill you. You do not necessarily need to kill the shield orbs (blue orbs). They will vanish the moment everyone grabs their white orbs. As long as carl doesn't come in contact with the white orbs, he won't do a massive damage attack. The lightning shield from the blue orbs do not give any sort of damage reduction. It just makes you immune to the white orb buff. The blue orb can be used if you have a dead player and you need to grab more than a single stack of 5 to prevent carl from getting an orb. If he does get the orb, he does the big damage that removes all buffs received by other players. It is only a hard fight if no one does the mech. The damage can be high, but it is do-able without a supp if you do the mech.
