What?

No questions? Of course not.

Why is this project so expensive and not what was approved in 2008? Where is the accountability for any changes in cost, timing and scope.

Because not enough funding was given in 08, this made the project take longer which increases the cost, and hundreds of rich people and companies filed frivolous lawsuits against it trying to stop it, which costs money and delays the project even more

80-90% funded by the state and California is loaded. On track to pass Japan for 4th largest economy in the world in a couple of years.
