After removing the points which have zero potential difference and zero current, won't the 4 resistors of the circle be in series??

No, he drew the horizontal line between A and B to show horizontal plane of symmetry. That blue line is not a wire.

yes, i also thought same but it is not Short, may be because short circuit condition is R=0, V=0 but in reality R not equal to zero only V is 0
