The same reason a lot of others don't. Not critical. They are busy. It is just a matter of how you like to play. If you build up your resource buildings/units it is not needed.

You will get blasted with Trojans. Don't. Get it on Origin. If you get one for free there is a price to pay. Are you new to the internet? Alternate, buy a copy on EBAY or such. Yes, they are there.

You buy at Origin (EA's game sales site). It is part of the ULTIMATE COLLECTION for C&C/RA past games. Plays good. The other games (not Generals) are available on STEAM. There are several mods on MODDB site. NOTE: You do not have to JOIN Origin to purchase games, but some are free if you do. Mods on MODDB are free, but you should join if you want notices on new mods. I don't believe Nexus has mods for these games. Check reddit for FANDOM sites. Free games, full game mods, forums. Some of the mods on moddb have installers (Shock Wave by SWR productions has an installer that works on Origin version Generals Zero Hour, as does another of their games - Rise of the Reds (aka ROTR). Other games may also work - check the forum on reddit!!! Happy Gaming.

Don't use unofficial maps Only official maps allow the Armor, Specialized weapon, and Salvage general AIs to build
