Thank you for mentioning this topic Remus, it's been on my mind frequently especially the point you mention about transferring the number-plates between cars. You suggest it is a quite easy and painless process (I see a small fee is required, no big deal.) Is this also true if I find the most beautiful number-plate combination being offered for sale on a few .RO web-sites I have seen where unique and cool-looking numbers/letters are listed for sale? Also I read that the customised number/letter combinations are allowed to be requested from the issuing authority, I see rude words are not permitted, to be expected. My question I can not find an answer for: If I were resident in Bucuresti (B) could I own and drive a car with Arad (AR) registered number-plate or must the car have a leading B because the address is within Bucuresti ? I will spend ages looking at clever combinations within a Romanian dictionary. 🤔

is it possible to register your own car if it has not-EU license place?

You need to import the car, there will be import taxes and VAT. Exceptions might apply
May I ask how to get a driving license in Romania? Is it easier to use my driving license in Vietnam to convert to a Romanian driving license or should I take a driving exam here? And the cost of a driving license.
