Simple. Just draw a picture of someone, maybe Blossom, save the pic, erase the mouth and change the mouth position, save it under a different name, and repeat the steps until you have all the lip movements you need. And then open up Windows Movie Maker, add the music, or sound, you want to use, and match the pictures with the sound. Doing that takes a while but once you practice, get the hang of it, it's not all that bad. Just remember timing and accuracy is very important.
