It's not full of explosives - it's a dumptruck full of garbage - and probably some careless prick just threw his dead phone in the mixed trash, where it got crushed by the garbage press insite the trunk of this dumptruck, and the driver was rushing to a nearby fire station where professional firemen with their special equipment couldeffectively extinguish the burning trash in his trunk and maybe save at least some parts of the pretty expensive dumptruck with all its machinery. And as the mixed trash burns not too hot and probably mostly on the surface (as most of it is probably wet from the decaying discarded food, used diapers and other "organic" trash) and the dumptruck's trunk is actually pretty strudy to endure the work of the hydraulic garbage press inside it, I guess he had enough time to drive to the nearest fire station (especially if he knew its location) before the metal parts of the truck become too hot for the fuel tank to exlpode (and even then, the fuel tanks are located somewhere under the trunk or behind the cabin, so i guess he still might've had chances of survival even if the fuel tanks would combust). Also I certainly saw such videos with like american or european trucks before, so I assume it's a more or less common practice to save the truck if the driver is brave enough and the fire is not too strong (and your cargo is some dry shit, not liquid fuel, or something).
