It was an offer when the game came out that lasted until September (I think) that included the base game, all dlcs up until this point, and also the upcoming spheres of influence dlc

Since people already make Thunder Empire Bhutan refrence i ask question instead. Isn't it better to jump straight to dedicated if you have no police? Won't pissed of the landowner and save some admins. If i remeber local police is kinda eh so i skipped it if i don't start with one.
