Can't the wiring or piping be done through the walls from top to down to avoid the cost of cement etc for screening before tiling? Is there any disadvantages for doing it like that?

It can be done that way, but quite tasky than doing the layout on the floor and also you will need additional cables to do the layout through the ceiling or walls.
