You can buy vertex s15 on hobbysearch.
Do i have to use plastic cement? Can i assemble it without any glue at all?

you need glue but some parts are snap fit

Right now the wheels are only sold in my country. If I were to recommend easy-to-buy wheels and tires, I'd recommend hobbydesign.
