BUG Feral Druid infinite damage stacking in World of Warcraft Season of Discovery.
This needs more testing before we can say 100% what's happening, but it seems like Mangle is doing some funky stacking.

I assume this also increases damage for rogues bleed effects like garrotte and the new rune ability Saber Slash too?

Yes, not only rogues bleed effect, but also fury warriors too
