BUDGET 2025: CDU still skeptical after traffic light coalition agreement! Will the debt brake be circumvented?
After 23 meetings and 80 hours of negotiations with Finance Minister Christian Lindner and Economics Minister Robert Habeck, Chancellor Olaf Scholz has negotiated the key points for the 2025 budget and a growth initiative. The budget has a volume of 481 billion euros, of which 44 billion euros is new debt. Investment spending is expected to reach a record level of 57 billion euros.
The debt brake is to be adhered to, which Finance Minister Lindner has pushed through. However, SPD parliamentary group leader Rolf Mützenich reserves the right to declare an emergency if budgetary "tricks" become necessary. A growth initiative with 49 measures is intended to increase economic growth by 0.5 percentage points, which corresponds to an increase of almost 26 billion euros.
Citizens are to be relieved of 23 billion euros in 2025 and 2026 through higher allowances and adjustments to wage and income tax. 1.1 billion euros are earmarked for families with children, including an immediate supplement for poor children and an increase in child benefit and child allowance.
Defense Minister Boris Pistorius will receive a good one billion euros more in 2025 in order to achieve NATO's long-term target of two percent of economic output. Civil protection, customs, and agricultural and coastal protection will also receive more funds, while savings will be made in development aid and humanitarian aid.
The sanctions for the citizen's allowance are being tightened. In the future, failure to pay will result in a 30 percent deduction. Long-term unemployed people will be allowed to keep more of their earnings in the first year of employment. Overtime will be paid tax-free and working after retirement age will become more attractive.
In the future, refugees will generally be allowed to work unless the immigration authorities object within two weeks. The electricity tax cut and the abolition of the EEG levy will be extended, which should ease the burden on citizens. Companies will benefit from improved depreciation options, a special depreciation for electric vehicles and the abolition of bureaucratic hurdles for employing foreign skilled workers.
