That would be TWOH's ability Heaven's Door abillity is to turn someone into a book that has all of the memories of that person even if they forgot it, when the target has been turned into a book if they do not have a stand(not sure) they will be unconscious and the user can read all of the memories of that target, for example, the user can erase memories, make the target learn something like a language, forbid the target from doing something, make the target do something, cause something to happen to the target and make the target fly a specified amout of distance away. So Heaven's Doof cannot just make it so someone was never born. Hope you understand more about Heaven's Door :)

I personally believe that star platinum's ability isn't inherently time stop but instead it's ability is one that manifest after jotaro has learned how to defeat dio, if jotaro could always time stop why not do it. How would he not notice dio doing it? Star platinum was Made by Jonathan's signal and was a stand Designed to defeat dio. Or at least that's my theory

You could argue that if Soft & Wet Go Beyond attacked D.O.H. the attack would still have to hit Dio, since the bubbles of spin are technically not even physical things you can avoid by manipulating time or space.
