There is a need to ensure that the hiring of new CS's promotes professionals from their umbrella bodies. Specifically, roads, housing, railways and energy are Engineering dockets. Appoint engineers from the engineering bodies. Health, appoint seasoned doctors in public service from their professional bodies. Foreign affairs, international relations, education, teachers and professors, Environment? etc. This way, these CSs stand a chance to address the grievances of the said ministries such as poor pay, remuneration and recruitment of graduates. And surely, most current MPs are unsuitable to vet these. What's a good way foward?
