Yes, Boondario is voiced by Rica Matsumoto, the voice actress who played Ash Ketchum in the pokemon anime. She was also the singer of Ryuki's theme song. She's extremely talented.

The writer of this show also wrote for many seasons of the long running Pokémon anime. That would explain the team rocket like nature of the main recurring villains. The robot’s voice actress also voiced Ash from Pokémon and Arthur from fiveman. She even guest star as the main villain for kamen rider girls remixer recently.
