It was actually written in as a line in the VNA novel "Transit" which itself was an unmade script that JNT thought too risque for the time slot. Aaronvitch doubled down on the sex, foul language and violence to create the single most potty mouthed offical story in the history of the storyworld.

"Suzerainty" is when a nation is technically sovereign, but really is obedient to another, more powerful nation. Essentially, they're independent in name only, and have to get approval from the controlling nation for all their actions.
