Because we send Ukraine old equipment and purchase new with the aid money ATACMS were built in the 90's and we are replacing them with PrSMs Pretty much the same for everything else that we send to Ukraine Which is why we have to X-Ray the missiles and shells that we send to them to make sure that they will still work Even Murder Mike Johnson admitted that 80% of the aid money is spent in the U.S. Most of the rest go to shipping and handling and buying from other countries to give to Ukraine Ukraine gets almost no actual money from the U.S. and what they do get is humanitarian and not military
