That's a Kestrel, technically I believe. But they have an incredible ability of holding their heads completely still while searching the grasslands for prey. The wind is strong in the cliffs and it allows them to hover instead of fly around.

Contrary to the majority of the comments, this hawk actually knows what he is doing and is extremely skilled at reading the wind. Wind physics has become second nature to this bird and he makes minor adjustments to the tilt of his body and wings to stay in place. Its quite similar to surfers at a water park trying to remain steady on a surf board.

To be specific it's a Common kestrel. A male (grey tail feathers). They are pretty talented at riding the wind currents.
