It won't cost billions. It would cost hundreds of billions. OR It could be as simple as pulling the corporate charter of any corporation who puts profits over regulations and jailing the CEOs and 5% share holders. ... or THAT. And that would not cost the people a dime.
Ok, folks. I'll see you in 12 years when the project ends and the sewage rates stop increasing. I'll save money on a city that doesn't need 9 billion tons of poop and pee cleaned from a river that I can't even afford to set sail in.
