    That would be nice, wouldn't it! Builders make less return on finishing out basements. There are statistics or "word-of-mouth" evidence that most home buyers who buy a home with an unfinished basement who say that intend to finish it after the move in will ultimately not finish it whether it's due to time constraints, money constraints, or other life events like moving elsewhere. But it's been years since I've seen a builder offer finished basements, but I'm sure they could find a buyer with limited inventory around!
