Hi does this apply only while changing from tier 4 to tier 2 ? How about changing tier 4 to spouse (British citizen or ILR) dependent visa .....still need to wait for end date of course?

I fully support the dependent ban. I'm currently studying in the UK. And normal students are not getting jobs because of the dependents.... A person who is bringing their dependent , they can work 60 hours all together (dependent: 40 and student:20) and because of that so many students are jobless right now.

When I had read Section Bii ,I also on the same point like you. That means you can take sponsorship job next day of your course completion date which must be written on CAS. This dosnt say about any backlog or pending submission or about completion of degree.
