He is purposing to debate under normal conditions. We want to hear the candidates talk about the policies and their plans. The audience should NEVER be heard from in a debate, and if they can't be quite then they should not be there. No audience is fair enough for me. Muting mike is also acceptable, to allow candidates to speak and be heard without interruptions, not even when Trump is blatantly lying in everyone's face.

Plus it prevents candidates from trying to yell over an opponent, which I did not like. If they have a counter point or augment, then they can say that during their rebuttal. I want clear and concise answers so that we may correctly judge each candidate. Again, as fair as you can get.

Let's not forget about allowing the use of cue cards, Biden would be lost without them.
