Tragic. 5000 year old civilization. Same rivers as 5000 years ago. China can build roads in other countries to woo them but can’t control, direct, work with its own rivers. China, our US Corps of Engineers handles water. And I hear the Dutch are real good at controlling water, too. Need help?

There is no underground infrastructure in China except places where Japanese and German built the cities before WWII. They built underground engineering system in Chinese Cities where groundwater level would remain same as dry season.
