yes u can travel alone and with ur brother but i will suggest u to carry Passport instead of voter id card

it depends on rush there but it will be difficult and i have read the news that Bhutan banned tourist entry due to coronavirus

@@nirlepkaur1590u can check flight ticket price online and other expenses are totally depend on your preference u can easily get normal hotel for 2000- 3000,travel by local transport to save money and eat at local restaurants food is delicious mostly indian food bhi serve kartae hai sab
