They just do. Locals are used to it. Wearing good winter clothes and gloves definitely helps 😀

Colruyt is Belgian supermarket, and is cheaper than Delhaize, Carrefour and others. Aldi and Lidle are the cheapest of all for basic shopping. Albert Hein ( Dutch) is also good and cheaper.

There are vegan cheeses and plant based yogurts available in Albert. I am not sure about bread though

Think twice (T2). You can Google the address for Brussels shop. I don't live there so cannot tell

But are law enforcement agencies needed to enforce fair laws or to harass honest citizens who work and pay taxes? In Italy they are so concerned about persecuting honest people while criminals and drug dealers are in fact free to do whatever they want!
