I would advice you write the letter of motivation specifically for each course, then mention in the last paragraph that you have also applied to the other university for a similar course to increase your chances. Since both courses are the same.

This application will resume in October 2025 in Germany, You can only apply if you have 2 years post study work experience.

I think you will stand a good chance. You can apply even if you have a masters already, Just make sure to submit the necessary docs, even if it's from your own academy

Well, I have seen a second class upper get the scholarship. But I don't know yet about 2.2. my advice would be make an enquiry directly to the university of your choice about your grade
