He got some of the details intermingled with another example, but it definitely happened. At that time it was was fairly easy to see which IMEI numbers were on your local cell cite and because the FBI phones were all all on the same phone company plan, he was able to get the list of IMEIs for all of their phones using social engineering (an inventory check). With that IMEI list, writing a little script for your laptop to interface with a radio and compare that list against the IMEIs locally registered was trivial.

No, this is definitely a real story. Security used to not be as tight when computers, the Internet, and cellphones were still in their infancy. Social engineering also used to be a lot easier back then. You can literally read about this guy on the FBI website..
