That "police car looking like an ambulance" was likely a paddy wagon, used for transporting a large amount of arrested individuals to jail, such as at a riot or something that requires a mass arrest. So if you're wanting to get hauled off to jail, cutting off and drawing the ire of cops driving a paddy wagon is a great way to doing that. ALso, big vehicles like that can also be for transporting SWAT teams, so dude may also have just SWATTED himself by being stupid.
