Imo The Days Inn Historic is budget friendly considering close to the city gates.

None of these are in the historic district area. When you stay in town you walk to just about everything or grab one of the many trolley stops

The Hilton Garden Inn is in the heart of Historic district, right on the bay front, a stones toss to the Castillo, and surrounded by a ton of places to eat and drink.
