For all we know now, the entire sheep folk could be the next victims of prejudice, hate, and mistrust due to Bellwether's actions, and be seen as monsters who want nothing more than to rule Zootopia over predators and the entire world, which I'm sure Bellwether never meant for that to happen to them.

Kinda reminds of Jafar’s story: A defenseless individual bullied and unappreciated by others. Eventually leading him to rise above the world, but gets stuck as Number 2, increasing his lust for power.

He's the royal vizier. That's a pretty respectful position. Everyone but Jasmine, Aladdin, and their animal mascot characters respected him. If anything, it reminds me of Cars 2. The lemons who already had life pretty bad, being made fun of, a joke on wheels. Like Bellwether, if people were simply nice to them, given a little respect, they wouldn't have done all those evil things. If people would treat one another with simple common decency, then a lot of bad things probably would never have happened.

I do agree about her being bullied by predators. It's sad in how bullying effects others. Some grow up to heal and move foward to be better people and not let others get hurt, while those like belleweather only grew up with hatred and instead of forgetting the past, she let her past corrupt her mind and believing that all predators are pure evil, which also shows the signs of racism. She uses fear to make prey become racists against predators in order to make zootopia be a city full of prey. About her plan, i do think it did effect zootopia with fear, but I'm sure that with the information that judy has about the flowers, she will slowly explain to every citizen in zootopia that the flowers were the cause of making predetors savage. And hopefully that judy's information helps zootopia heal with time and become once again a city where both types of animals can live in peace once again.

That reminds me of certain other tragic villains like Chirin (Ringing Bell of Chirin), Baby Doll, Agatha Prenderghast, Randall Boggs, and Lucy/Nyu (Elfen Lied) who were also victims of bullying, prejudice, or tragic circumstances that drove them off the deep end to do what they did.

I hope that Sing 3 will introduce the mayor of Catalonia, who will be a peacock named Mayor Fredrick inspired by Shen from Kung Fu Panda 2 (2011) but will be a protagonist and hero instead of an antagonist and villain who was a servant, a Bengal tiger named Charlie. I also hope that Sing 3 will also introduce the mayor of Redshore City, a Borean orangutan inspired by King Louie but will be female named Amelia with a Bornean orangutan daughter named Audrey that will become Johnny’s love interest and future wife and Amelia will have two assistant and vice mayors, a silver leaf monkey named Izzy and a proboscis monkey named Gary. Zooptoia in the Zootopia franchise already has an African lion mayor, Mayor Lionheart and a former sheep assistant mayor, Bellwether and current new politicians to aid Lionheart in his job as mayor of Zootopia.

I also hope that Zootopia 2 and its midquel series, the second season of Zootopia Plus (2022) will introduce primates, domestic cats and dogs, birds, reptiles, amphibians, fish, invertebrates and marine mammals to the Sing franchise. I also hope that Sing 3 will introduce red foxes, Arctic foxes, fennec foxes, rabbits, three-toed sloths, giant anteaters, aardvarks, llamas, horses, other wolves and African lions, lemurs and new world monkeys, macaws, toucans and domestic cats and dogs and spotted hyenas plus skunks and caracals and beavers and North American river otters as main protagonists and characters in the Sing franchise.

I think Bellwether was able to instill fear, but it ultimately backfired. Not only was there fear of what predators could do, now there was fear of what prey could do. If a tiny little sheep could cause this much havoc, what else where they capable of? And I think those two fears will soon come to cancel each other out as the two sides start to see each other's viewpoint.

The hoofed mammal characters in the Zootopia, Kung Fu Panda and Sing franchises who all have hooves instead of hands or paws have evolved via anthropomorphism extra limbs on their hooves that allow them to hold and grab onto things without the use of hands or paws.

As an adult after graduating from high school and taking a course in politics in college, Bellwether put her plan into action: First she invested in politics, and became a democratic senator after being trained to do so by Mayor Swine current mayor of Calatonia, and became a U.S. senator, Bellwether soon had herself become elected as assistant mayor of Zooptoia and its co mayor alongside Lionheart overcoming the world’s prejudice towards sheep and pigs to do so just as her adoptive mother did Bellwether then moved to Zooptoia and served as its asssintant mayor for five years, in the process befriending the second-class sheep scientist Doug who had a prejudice towards other non-sheep and pig animals too as it prevented him from becoming the scientist and inventor of his dreams and wanted to help Bellwether achieve her plan as it would create equal rights and justice and peace for all sheep and pigs and finally allow Doug to achieve his dream of becoming a scientist, Bellwether also camofludged her personality to survive making her look like a shy, stressful but also well-meaning and friendly assistant mayor in the eyes of Zooptoia’s residents instead of a predator and non-sheep animal prejuidced vengeful maniac to avoid getting suspicion from its residents for her behavior, and Bellwether planned to use night howlers to turn all of Zooptoia’s non-sheep and pig animals into regular non-anthropormphic animals again and have them booted out of the city and released into the wild to become real animals again to give Zooptoia’s sheep and pigs equal rights and justice and peace at long last after years of being discrimintated by those other animal species and if it turned out to be a success, Bellwether would turn the rest of the world’s non sheep and pig animals non-anthropormphic again with the night howlers and would not rest until she successfully created a world with pigs and sheep as its only anthroprmphic animal species with no other animal species to discriminate against them and give them equal rights and justice at long last, Bellwether also planned to turn predators savage and non-anthroprmphic again with night howlers in each city and town she carries her plan out in starting with Zooptoia first and then target the prey animals to have revenge on them for causing the deaths of Bellwether’s parents and bullying her and publicly humilitating her in the past, and the night howlers affecting the predators would make it look like they were reverting back to their primitive savage ways and have them discrimintated against by prey animals in each city she targets including Zooptoia as revenge for all those humilitations and torture they put he through in the past and Bellwether also planned to become assintant mayor of each city she carries her plan off in including Zooptoia so she could control the city’s politics and create equal rights and justice for all sheep and pigs in those cities and also frame and have arrested and incaranted in prison each of its main mayors including Lionheart for Zooptoia so they wouldn’t become suspiuous of and ruin her plans making her the cities’ main mayors until she after successfully succeeding her plan has new mayors elected for all those cities and can retire and do the job she wants to do since her childhood now that all sheep and pigs have equal rights and justice they dreamt off for centuries. (Bellwether also befriended Judy for a short period of time but not Nick for being a predator and after Judy and Nick learn of her evil plans, invited Judy and her species rabbits to join her and pigs and sheep in completing their evil plans promising to create equal rights and justice and a predator and fox-free world for her species as well but Judy refused due to already getting over her prejudice against foxes after befriending Nick and already being friends with all predators and her and Nick also disapproving of Bellwether’s plan due to all the chaos it will cause for innocent non-sheep and pig animals including predators leaving Bellwether no choice but to have Nick turned savage and have Judy and her species become expected and victims of her plan as well but this failed and we all know why: Nick swooped the night howlers out for the blueberries, Bellwether targeted him with them instead and he and Judy defeated Bellwether, blah, blah, blah.) Bellwether just sorta acts as the movie’s plot-irrelevant villain or villain acts and hero reacts kind of villain although her actions and Emmet Otterton’s disappearance serve as the movie’s plot device as the main conflict of the film comes from Nick Wilde and Judy Hopps resolving the internal conflicts and personality flaws within themselves on serious character developments and character arcs caused by prejudices towards their species in their childhoods and their relationship which started as toxic at first but slowly evolved into a friendship and later romantic relationship as the story progressed while trying to solving all the Missing Mammal Cases and nighthowler crisis and stop Bellwether’s plot.

I have a strong feeling that Bellwether was not being discriminated by Lionheart and treated as a second class citizen by him and Larry and Gary despite being assistant mayor of Zootopia which I think was Bellwether’s long time dream not for being a prey animal but rather for being a sheep and for having disabilities like her dwarfism (Bellwether must have dwarfism due to her failing to reach the full size of other adult sheep but stayed in lamb form forever and also has shyness and near-sightness.) and Bellwether’s real plans and motives were not to turn all of Zooptoia’s predators savage and have them discriminated and removed from the city making prey the dominant species in a power-hungry way that is way too generic and doesn't connect well to Bellwether’s character but rather to get rid of all of Zooptoia’s non-sheep animal species making sheep the only species existing in Zootopia to end the discriminations and segregations they received from other animal species at long last in an anti-villainous kind of way and a classic doing the wrong thing for the right reason kind of deal as Mayor Lionheart said and similar to Henry J. Waternoose, Bellwether’s inspiration’s goals in Monsters’ Inc. (2001) (kidnapping human children to harvest their screams with Randall’s scream extractor in a desperate attempt solve the energy crisis in Monstropolis caused by human kids growing less afraid of monsters that scare them to harvest their screams to generate into electricity to power Monsteropolis.) (As well as Stinky Pete’s anti-villainous plan in Toy Story 2.) first by in the first movie turning them all savage and non-anthropomorphic again with night howlers creating segregations towards them in the process to have revenge in them for the prejudices they caused for sheep starting with predators as they were the ones segregated towards her species the most with Lionheart and Larry and Gary’s unfair treatment of her despite her being assistant mayor of Zootopia being one good example and Bellwether even framed them and had them arrested replacing them with her and her sheep cops as Zooptoia’s mayor and security guard system leaders to have revenge on them for it and get Justice for it in the process, but Bellwether did have friendships and no hostility towards Nick and Judy for not being segregated towards her species or disabilities but accepting her as their friend for it in addition to taking sympathy for her for the unfair second-class citizen treatment she got from Lionheart despite being assistant mayor of Zootopia, and Bellwether even choose to spare their species in her plan to fix Zootopia as the only species aside from sheep existing there, and when Nick and Judy ended up finding out about her goals despite being anti-villainous Bellwether tried to invite them to join her in her scheme promising to end the segregations they got from other animals for their species and misunderstandings behind them and make Zooptoia an utopia for foxes, rabbits and sheep with no other species to discriminate against them for it but Nick and Judy disapproving of Bellwether’s plans and realizing through character development in that movie that it is wrong to have revenge on and prejudice against other species aside from your own for treating you as second-class citizens and discrimintating against you and your kind and it is right to talk with them over it instead refuse leaving Bellwether no choice but to attempt to Silence the fox and bunny to prevent them from revealing her plans to the ZPD and have her arrested for it by turning Nick savage with night howlers and have him kill Judy but this failed as Nick swooped the night howler serum out in Bellwether’s gun for blueberries from Judy’s family’s farm and recorded Bellwether’s whole plan (Which should have been, “And I will dart every non-sheep mammal in Zootopia to create justice and equality for my species!” instead of, “And I will dart every predator in Zootopia to keep it that way! Related to Waternoose’s line, “And I will kidnap a thousand human children before I let this company die!” and Stinky Pete’s last line, “Idiots, children destroy toys! You will be ruined! Forgotten! Spending eternity rotting in some landfill!” (Predicting the events of Toy Story 3.)) and expose it to the ZPD having Bellwether and Doug and her sheep henchmen arrested and incarnated in prison by the police as a direct result while all the predators she turned savage with the night howlers including Manchas and Emmet Otterton were cured and returned to normal while Nick and Judy after Judy was reinstated as a police officer at the ZPD with Nick joining as well as her partner and the first fox police officer similar to Mike and Sulley both becoming new CEOs of Monsters’ Inc. after Waternoose and Randall’s defeats, Nick and Judy came up with a solution to the problem with the discrimination towards sheep and their disabilities by creating with Gazelle’s help new laws that gave them equal rights and justice treating them as second-class citizens no more and Lionheart and Larry and Gary and Bellwether and Doug would make amends in prison before Lionheart and Larry and Gary are paroled and reinstated as mayor and security leaders of Zooptoia but will do a better job this time presumably causing Bellwether to see the error of her ways and reform similar to how Stinky Pete was punished by Woody and the gang by becoming a new toy to Amy who owned a Barbie doll promising to give him endless makeovers in the process despite also being a poetic justice for Stinky Pete as it finally gave him a kid to love and enjoy him and play with him and in interviews by the Toy Story characters after the events of the second movie Stinky Pete having reformed and got several makeovers he accepted from Amy and her Barbie doll possibly also becoming his new girlfriend while after Waternoose’s arrest, and Boo being safely returned home to her home and parents in the human world by Mike and Sulley Mike and Sulley became new CEOs for Monsters’ Inc. and solved the energy crisis by having monsters as comedians make children laugh instead of scream to extract their laughs to generate into electricity to power Monsterpolis as making human kids laugh is much better than scaring them and that laughter is ten times more powerful than screams that they learned from their experiences with Boo, presumably causing Waternoose to see the error of his ways and regret his actions and reform while he was in prison. The likely reason why she kidnapped Gazelle in the Zootopia: Hot Pursuit Ride in DisneyWorld, (Paired with Mike and Sulley to the Rescue! From DisneyLand in Los Angeles, California.) was because Gazelle was a rights activist and wanted to use her while brainwashing her to do so with Doug’s inventions and disguised as a politician to convince the U.S. Senate to make Zooptoia a sheep only city with no other animal species in a second attempt to complete her macguffins in a non-illegal way and way that hurts the innocent predators and prey in the process unlike her previous first plan.

I think that Bellwether had enough being bullied around and being unappericated when push comes shove she gets back at them.

Sadly, many of the most dangerous criminals and bad people have this sad past. I have heard that some of the most savage serial killers had terrible childhoods and grew up with abusive or poor backgrounds as a kid. As a result, their personalities also became corrupt, causing them to act terrible. It is obviously important that we help those in these terrible situations to get the help they need before they become monsters who deserve to be in a cage for the rest of their lives.

Bellwether just comes off as a generic doomsday villain just like Jimmy Crystal in Sing 2 (2021) and is only used as a plot device in Zootopia (2016) and Zootopia: Hot Pursuit (2023) to commit evil deeds just (Turning Zooptoia’s predators savage to make prey the dominant species in a power-hungry way and kidnapping Gazelle.) to get Nick and Judy to do their jobs as Zooptoia’s heroes and protectors and do their police work and go on character arcs and resolve internal conflicts within themselves (The the first movie, Hot Pursuit had an external conflict.) in the process.

Great analysis, and I consider Bellwether to be a very realistic and relatable villain. While it was wrong for anyone to make Bellwether feel underappreciated or unimportant, two wrongs don't make a right. That's what we can learn from Zootopia.

Bellwether had nobody to turn to when she needed it. Not to mention she might as well be feeling jealous of Judy right now in prison because she had what Bellwether never did in her life: loving parents, close friends, a loving family, and dreams accomplished. I do not blame her for feeling that way, when regardless of whatever choices she made, it seems she was never meant to be loved by anyone.

Dawn Bellwether the sheep from Zooptoia (2016) is very similar to Judith the llama from Sing (2016) while Sam the North American river otter from Zootopia Plus (2022) is very similar to Suki Lane the saluki dog from Sing 2 (2021). Bellwether and Judith are both antagonists as Bellwether was the main but surprise antagonist of Zootopia (2016) while Judith was the central antagonist of Sing (2016). The hoofed mammal antagonists also both wear glasses. But there are a few differences, the reason why Judith was antagonistic towards Buster Moon and his goals threatened to shut down Moon Theater and have the bank repossess the theater if Buster doesn't finish his payments which she later does following it’s destruction and even attempts to call the police to arrest Buster when he and his troupe plus the audiences trespass the lot where the theater once stood to do the singing competition without the price money just for fun, was not because she was trying to be a jerk to Buster and his friends, hated them or even be mean-spirited to him but she was just simply trying to do her job as an employee at the SFJ Bank. Judith also reforms and makes amends with Buster at the end for being antagonistic towards him and for trying to have him and his troupe arrested for trespassing the lot and Buster forgives her letting bygones be bygones and allows Nana Goodleman to buy the lot and have Moon Theater be rebuilt and reopened with Buster and Nana both as heads of the theater. Judith even attends the theater’s grand-reopening with everyone allowing her to attend in spite of her earlier actions. So Judith is basically similar to Chancellor Neighsay, an anti-villain who later reforms in My Little Pony: Friendship is Magic (2010-2019). Bellwether is meanwhile a real villain and antagonist more self-centered and mean-spirited (secretly she pretended to be nice the whole time especially towards Nick and Judy before revealing her true colors in the climax.) plus more dangerous than Judith who is racist against predators for some reason (The film never reveals why contributing to why Bellwether was a negatively reviewed antagonist besides her only showing her villainy in Zooptoia’s last ten minutes.) and power-hungry and attempted to turn all the predators in Zootopia savage with night howlers with help of her sheep henchmen including Doug to make it look like to the public they were biologically reverting back to their primitive savage ways and so that they could be booted out of Zootopia with prey being made the new dominant species and frame Mayor Lionheart during his and Dr. Madge Badger’s illegal imprisonment of the savage predators in a desperate attempt to cure them without revealing it to the general public to ruin the peace between predators and prey so Lionheart would be fired from his position as mayor making her the new mayor of Zootopia and rule the city in a monarchic way instead of a democratic way like a real mayor should and was indirectly responsible for Nick’s falling out with Judy and disowning her as his friend following the press conference though the latter part of Nick and Judy’s own faults due to their own character flaws in terms of Judy being ignorant, irresponsible and small-minded during the press causing her to foolishly assuming the predators were biologically reverting back to their primitive savage ways greatly offending Nick while also creating discrimination and segregation between predators in Zootopia so Judy gave Bellwether exactly what she wanted as a result of her lack of wisdom and slightly being mentally immature while also revealing to Nick her own prejudice towards foxes following her encounter with Gideon Gray why her relationship with him was originally toxic resulting in Nick angrily disowning Judy as his friend and abandoning her, but a few months after the press conference after Judy learns why the preadtors were really going savage, it was not their biology but the night howler sickness, she tearfully reconiles with Nick, apologizing for being ignorant, irresponsible and small-minded and creating the segregation and discimination between predators in Zooptoia in addition to being a terrible friend to him right from the start due to her prejudice against foxes and having a toxic relationship with him right from the start due to his species and actions without giving him a chance to explain his actions and why he became a con artist to begin with Nick forgiving Judy letting bygones be bygones and also apologizing to her for harshly disowing her as his friend and abandoning him for her behavior knowing it was never out of cold blood but due to Judy’s age, Judy was in her mid-20s and not early 30s like he was and thus lacked the wisdom and mature mental abilities that people have in their 30s and a relived Judy forgives him with a hug and the red fox and rabbit now a team again and friends permanently this time work together to learn about Bellwether and Doug’s scheme to turn all the predators in Zooptoia savage with the night howlers and have revenge on and defeat Bellwether for her racist towards predators and selfish actions by tricking her into revealing her plan with Judy recording it with her carrot pen and have Chief Bogo and the ZPD arrest her and Doug for their actions giving him a serum dart gun that Doug used to dart the predators and her recorded confession to Bogo as evidence for her guilitism and all the predators in Zootopia that turned savage are cured with the night howler antidote and the segregation and discrimination between predators ceases to exist and the peace between predators and prey in Zootopia is restored and Mayor Lionheart and Dr. Madge Badger are pardoned from prison after a trial and being forgiven for their illegal imprisonment of the predators and Lionheart is rehired as mayor of Zooptoia this time for the rest of his career but without an assistant mayor while Bellwether is fired from her position as mayor and given a life sentence in prison with no chance of parole which I guess she deserved and showed no remorse over her earlier actions and remained self-centered, racist towards predators and power-hungry. So Bellwether is basically a power-hungry villain similar to Cozy Glow from My Little Pony: Friendship is Magic (2010-2019). Dawn Bellwether and Judith are also both hoofed mammals.

Meanwhile, Suki Lane and Sam are both carnivorous mammals, Suki being a saluki dog and Sam being a North American river otter and them also wearing glasses but both being the exact opposites of both Bellwether and Judith from Zooptoia (2016) and Sing (2016), Sam and Suki Lane are not antagonists or villains but are instead protagonists that are not mean-spirited, selfish and antagonistic towards the main characters but instead unselfish, nice, humble, kind and friends with the main characters despite Suki’s initial anti-heroic traits from Sing 2 (2021) that she thankfully overcame through her character development and Sam’s impatience with serving Flash and Priscilla the three-toed sloths at their date at the fancy restaurant in the Zooptoia Plus (2022) episode, “Dinner Rush” she works as a waitress at in the Rainforest District due to their slowness in order to get to Gazelle’s concert depicted in the film’s end credits but continues to serve Flash and Priscilla in their date with more patience and optimism after witnessing Flash do a marriage proposal to Priscilla and the latter accepting with Priscilla becoming Flash’s financee and future wife and learning how important their date really is before Flash and Priscalla revealing that they have plans to attend Gazelle’s concert too to celebrate their marriage as they have tickets to Gazelle’s concert themselves and Sam happily accompanies the three-toed sloth couple to Gazelle’s concert and presumably invitie Nick and Judy to accompany them to the concert as well (Since Nick and Judy offscreen purchased tickets to Gazelle’s concert themselves) once their police officer duties are done after the red fox and rabbit cop duo pull them over for speeding as depicted at the end of both Zooptoia (2016) and the Zooptoia Plus (2022) episode, Dinner Rush and they immediately agree and attend the concert at the film’s end credits with Flash, Priscalla and Sam (unseen) and all the other main and secondary characters in Zooptoia (2016) except the prison incarnated Bellwether and Mayor Lionheart unless they attended the concert on their own just like all the other animals at the concert. Sam and Suki Lane were also introduced in the follow-ups to both Zootopia (2016) and Sing (2016), Zootopia Plus (2022) the midquel anthology series to Zooptoia (2016) for Sam and Sing 2 (2021) the sequel to Sing (2016) for Suki. Sam and Fru Fru’s cousin Tru Tru the Arctic shrew both introduced in Zootopia Plus (2022) are also both similar to Porsha Crystal the northwestern wolf and Suki Lane introduced in Sing 2 (2021) although Porsha’s personality has similarities to that of Fru Fru;s in terms of her being an unselfish and non-arrogant protagonist despite her spoiled nature like Fru Fru and being the complete opposite of Tru Tru while Porsha’s father Jimmy’s personality is similar to that of Fru Fru’s father Mr. Big from Zooptoia (2016) and Zootopia Plus (2022) except that he is more selfish and dangerous and a villain while Mr. Big is a simple anti-hero who cares for his family and friends. Tru Tru, Fru Fru (possibly) and Porsha also all own helicopters like Porsha’s father JImmy and Fru Fru’s father Mr. Big (Mr. Big’s helicopter never appeared, yet in the Zooptoia franchise while Jimmy’s helicopter made a brief appearance in Sing 2 (2021)) as Tru Tru and Fru Fru’s helicopters appeared in the Zootopia Plus (2022) episode, “The Real Rodents of Little Rodentia” while Porsha’s helicopter with herself and Gunter piloting it appeared in a GSC promo for Sing 2. While Porsha Crystal, Nooshy and Clay Calloway will definitely appear in Sing 3 a sequel to Sing 2 which is in development as of April 2023 at Universal Pictures and Illumination we don’t know if Suki Lane will appear in the film. I also really hope that Sam and Tru Tru plus Fru Fru’s friends introduced in Zootopia Plus will return in Zootopia 2 which is in development as of February 2023 at Walt Disney Animation Studios and Walt Disney Pictures.

The whole reason behind Bellwether appeared as a poor twist villain/main antagonist in Zootopia (2016) same for Doug as its secondary antagonist only appearing evil in the movie’s last ten minutes and climax with little or no foreshadows behind Bellwether’s villainy in the first place is because Zooptoia never really needed a main antagonist or villain to begin with although Bellwether’s actions combined with Emmet Otterton’s disappearance become the plot device of the film because it mostly just forced on Nick Wilde and Judy Hopps working together to solve the nighthowler crisis going on in Zootopia and solve all the Missing Mammal Cases and their relationship which sorta started off as toxic at first because of their personality differences but evolved into a friendship as the story progressed and maybe even into a romantic relationship in the sequel as well as their character developments and initial character arcs in the Zooptoia franchise and Nick resolving the internal conflict within himself due to being an anti-hero because not all movies, books or stories need to have antagonists or villains or external conflicts for the main characters and protagontists to resolve or feud with and it could just focus on the protagontists and anti-heroes or villain protagontists on character arcs or redemption arcs resolving the internal conflicts whithin themselves and slowly change into better people in the process, not just for Zooptoia but also for Moana and Maui in Moana (2016), Beast and Belle in Beauty and the Beast (1991), Elsa and Anna in Frozen (2013), Ralph and Vanelope in Ralph Breaks the Internet (2018), Lightning McQueen and Doc Hudson in Cars (2006), Dracula, Mavis, Johnny and Dennis in the first two Hotel Tyranslviana movies and lastly Joy, Sadness, Ember, Bing Bong, Shrek, Dragon, Donkey, Fiona, Alex, Marty, Gloria, Melman, the Lemurs and Penguins, Wade and Ember in Finding Nemo (2003), Finding Dory (2016), Inside Out (2015), Shrek (2001), Madagascar (2005) and Elemental (2023) and Todd and Copper in The Fox and the Hound (1981) despite those films also having antagonists and villains including Tamonata and Te Ka actually Te Fifi in Moana (2016), Gaston in Beauty and the Beast (1991), Prince Hans in Frozen (2013), Arthur in Ralph Breaks the Internet (2018), Chick Hicks and the Turner Racers in Cars (2006), Quasimodo and Beta in the first two Hotel Tyranslviana movies and Anger and Juggles in Inside Out (2015) and the dentist and his niece and the humboldt squid and marine life institute employees in Finding Nemo (2003) and Finding Dory (2016) and Lord Farquuad and the fossas in Shrek (2001) and Madagascar (2005) and the Bear and Amos and Chief in The Fox and the Hound (1981). Chief Bogo fires Nick and Judy from their jobs from the ZPD for a reason: Bellwether as part of another one of her evil plans in this story frames Nick and Judy to have revenge on them for ruining her previous scheme in Zootopia and so they won’t be able to stop her next evil plan without authority from the ZPD, framed Nick and Judy on using abuse authority in their careers as police officers at the ZPD leading to Bogo firing them from the ZPD unlike how Mr. Krabs in a plot hole way fired Spongebob in Spongebob, Your Fired to save on a nickel. Also when Nick and Judy get fired from the ZPD they leave the police station calmly and sadly and don’t cry up a storm like Spongebob did when he got fired from the Krusty Krab in Spongebob, Your Fired and when Nick and Judy leave the ZPD after getting fired Clawhauser sadly sees them off as opposed to Squidward after Spongebob is fired from the Krusty Krab rudely tells Spongebob that the next time he attends the Krusty Krab he will attend as a customer making Spongebob cry harder. But there are reasons behind this: Spongebob is a man-child, an adult with the mentality of a child (While Patrick is a dim-witted man-child, an adult with the mentality of a toddler.) and cries like a baby whenever he doesn’t get what he wants while Nick and Judy are adults with the mentality and wisdom that all adults have and don’t cry like babies when they don’t get what they want, and Clawhauser is friends with and easygoing with Nick and Judy and good coworkers with them while Squidward sometimes hates Spongebob and Patrick finding them annoying due to their immaturity and being childish and had every right to be rude at him.

you know, even if bellwether's plan HAD worked, it would still throw zootopia into utter chaos, of course, that was her intent from the beginning, to destroy everything that everyone worked so hard on.

@@pauljordan0203 Her intent was to segregate predators from prey, even place them in a walled up section of the city. If she wanted to destroy everything already, the city would have fallen with riots, burned buildings, dead bodies on the streets, or sending her minions on a killing spree.

The story is not pointless to the Zootopia franchise in the non-canon Zooptoia fan fictions including the ones on this wiki: like SpongeBob, Your Fired is to the Spongebob SquarePants, It gives way more depth in Nick, Judy, Gazelle, her husband Soren Oryxhorn, Chief Bogo and his wife Katrina-Anterlson-Bogo, Clawhauser and his wife Rabekuh Clawhauser and daughter Fuli Clawhauser, Bellwether and Finnick and Honey, Finnick’s girlfriend and Dr. Madge Badger’s personalities and was a milestone in Nick and Judy’s character development and character arcs same for Bellwether, it not only dives deeper into explaining more information in Nick and Judy’s relationship revealing that it is indeed romantic as do other fan fictions in Zootopia Fanon published and written prior to this one and after this one which take place before and after it, and Nick does a marriage proposal to Judy at the end and Judy accepts and later marries Nick and becomes his wife, marries herself into the Wilde family and gets renamed Judy Wilde and has some red fox and gray rabbit kids with him including Hunter Wilde, the first fox and bunny hybrid in existence and Judy met Nick’s parents Marian and Robin Wilde and cousin Vixey and her boyfriend Todd, Nick’s maternal grandparents and Nick moved into Grand Pangolin Arms with Judy after finishing his police training and becoming a police officer at the ZPD and Judy’s partner, and that Nick met Judy’s own family at BunnyBurrow at an earlier date and that Judy’s family especially her own parents Bonnie and Stu Hopps approve of Nick being her boyfriend and Nick’s parents including Marian and Robin Wilde and his extended family also approve of Judy being Nick’s girlfriend, whew! I am glad Nick and Judy’s same families never made the same mistakes that Manny and Ellie did with their daughter Peaches’ marriage to Julian in Ice Age: Collision Course (2016), it lacks the overly clingy parent cliche, am I right?

"THEY HURT ME!" "So you hurt them back?" "I wanted everyone to see how rotten they were!" As much as I hate being reminded of who the plot twist villain is in this film (wishing they stuck with Mayor Swinton who would have been much cooler and diabolical), I believe Bellwether did this not only for money and power as if the script demands it because its easier to believe it that way only, and not just because of Mayor Lionheart. But I believe ever since she was a little lamb, she may have been born rather small, even for a sheep her size, wanting so much to find her place in a world full of larger folk that seem to always achieve their moment to shine and be recognized, respected, and appreciated for their goals and hard work. But because of what she is, that moment is never achieved or reached because someone is always there before her, always pushing her to the side as if she never mattered and is only good for being second best in doing regular office work, with credit taken from her for the hard work she did. And those big folk were always predators that bullied and abused her, which fueled her anger, fear, stress, confusion, pain, and self loathing in herself, seeing that as what is preventing her from giving the little folks like her their moment shine and bring a new beginning of proving that mammals like her can achieve big things and be capable of making a huge difference. But for some reason, she was never given the chance to shine and be that someone who can bring great change, having her high hopes and dreams shattered when her chances are snatched away by someone else, feeling everything she did was all for nothing. As long as she was a small, timid sheep, she would always be cast aside, ignored, ridiculed, be unappreciated, overlooked, taken advantage of, and left waiting in the wings. Her relationship with her parents, and whatever family she has is still a mystery, when we only know about Judy's family whom she had to turn to whenever she was down on her luck. For all we know, even if Bellwether did have someone in her life to lean on, it didn't last forever and something unexpected happen, that left her sad and lonely for some time. She is already starting to remind me so much of Agatha Prenderghast, Baby Doll, and Lucy/Nyu (Elfen Lied). Mostly Baby Doll who was ridiculed and never taken seriously due to her condition that prevented her from being full grown.

I agree with you, mostly. I think she was also shunned and pushed aside (and maybe asaulted) by her herd, and she gathered only *ahem* disenfranchised males of her species (read: those who were removed from adding to the gene pool) to support her. They would not be a threat to her small form, and she could control them by giving them other things, like power, etc.

Nah she won in the end. But this is Disney so of course the characters will not think what so ever. A small flower with a bit of chemicals was able to erase the personality of an animal to it's basic instincts, but did not do enough of it, because there were no deaths during this epidemic. Frankly I think they will make zootopia 2 and improve on that formula. Her formula was basically in a beta phase. And like all idiots I have zero doubt she doesn't have some sort of cult in that city. My gawd thinking about it now Zootopia is a Disney version of Republic City from Korra. Beautiful to an observer but if you look no doubt it would have a dark underbelly.

I know right, if anyone even died, they would have mentioned it like they did in The Lion King, Hunchback, Batman: The Animated Series, Kung Fu Panda 2, Gargoyles, or Avatar: The Last Airbender, proving just because something is animated doesn't mean its only for kids. So its ridiculous to call Bellwether the most diabolical when she did not even have enough screen time or further buildup that the other villains got, which makes them more evil and memorable. She had no back up plan, no further weapons other than one, and wasted time talking instead of making a run for it to hide the evidence and come back to look innocent to the cops. Her plans have already gone down the drain and she had nothing to frame the two with when the evidence was still in her hands.

You know? It's funny, really. It's like people didn't saw the movie at all. Or just skipped it entirely. Especially regarding the Night Howlers, which they explain TWO TIMES in the movie, and yet. People still WENT with the "it turns them back into basic instincts..." which is false. I mean, yeah, the movie employed bias IN and OUTSIDE the movie, especially regarding carnivores (which isn't the same as predators) and hervivores (which isn''t exactly the same as prey). That plant was an analogue to rabies, basically, it turns the infected into a rage machine hell bent on biting and destroying anything close to it. The flower, even on its raw nature caused those infected or that consumed it to attack irrationally, Bonnie's brother, a DARN RABBIT, bit her hard enough to pierce and leave a scar in her arm. The serum is the same darn plant, but concentrated in such amounts that it's obvious was designed to LAST longer. Bellwether USED the BIAS and prejudices that a predator is nothing but a base beast pretending to be civil, Judy's speech, which she based on what she heard before, and her own bias, which is presented on the first scene with her as a child, her speech is nearly the SAME, showing that deep down, despite how open minded she believed to be, she still had a deep rooted BIAS on what a predator was, (That's called soft racism...) Judy basically made Bellwether job EASIER, by instilling the FEAR that they were turning savage because it was what predators were supposed to do. And fear ALWAYS works, it's a proven thing nowadays. The drug DIDN'T turn them back into "basic animal..." it made them hyper-aggresive, and if you knew about what Rabies do to animals, you would notice that, that little plant is basically a zombie nightmare waiting to happen. And in a society of mammals, that scenario would be an actual possibility, and quite, quite nightmarish. I don't think they should explore more of that formula, there is already a plot that's obviously left hanging on the original movie, bias is still there, things appear to be superficially fixed, but it's obvious that they aren't. Bias and prejudice don't dissapear that easily, it simmers, it grows, it changes and adapt... there is also a lot of interesting crimes that could be explored through mammals. They could even expand further that world. Frankly... I don't want more movies, I want a darn animated series, this world needs more developing and time that a movie could offer, and a series would do WONDERS to expand the lore, and characters.

@@hernandoromero5644 Too bad I don't think racism themes works for a world of animals, even if it does, they didn't go at it one hundred percent correct and should stop trying to bring in politics or preachiness in films. And its stupid of people to think this film was inspired by racism back in the 60s, if it was, they did not do a good job at it when trying to force in political agenda because kids are going to ask too many questions about that. Also they should have given Bellwether more screen time because this plot twist villain cliché is old, overused, and less entertaining.

Judy was hired under duress thanks to a LAW forcing INCLUSION, or they wouldn't have hired her based on her species and the stereotypes they have. Judy caused a darn DIVIDE in the whole city based on species (Race...) Nick was mistreated and abused as a child based merely on his species alone, Hell, even the original concept with the collars is HEAVILY based on the whole thing... and you're saying it doesn't work in a world of animals? This film was based on racism, overcoming it and trying to make things a little better, it doesn't matter if you like it or not. It is, saying otherwise is really blind and naïve. Idiotic, even. And I don't know you, but Kids are more capable of dealing with complex matter and themes that you give them credit for, hiding their heads forcedly in the sand will not prepare them to the harsh reality that awaits for them on the real world. You there, are being quite silly. I mean, the whole plot of Bellwether is based on RACE (species...) and FEAR and divide, once more the original work was even MORE heavy on this theme, and you still say it's not? And, really, watch the movie again. I KNEW Bellwether was the bad guy as soon as I saw the darn trailer, mostly due to the scene of her letting Nick touch her while pretending she didn't notice or that he WAS there with her, which if you take a little time to notice, she never EVEN deems him worthy of her attention, she ALWAYS talked to Judy and ignored Nick completely, her last scenes proves that she DOES feel when they touch her like that, and doesn't like it. Perhaps you might not like the fact that this is a movie about cops with animals, that deals with some heavy themes quite well, without feeling preachy or heavy handed, especially as the racial division were based more on the lore of that world, than humans. I really suggest you to re-watch the darn movie, because it's obvious you didn't watch it, at all. And while yes, while the surprise villain is done and really old by now, the deed is done and this is the movie that we got. It's still, enjoyable, it's still a clever way to discuss a pretty delicate topic, with an ending that doesn't preach to you, or at least feels that way. But well, to each their own. I on the other hand, preffer if they explored the police and politics of that world, mostly because I found them interesting, and the idea of them expanding on the lore is way, WAY more interesting to me than a happy go around empty movie. Oh, and if you think racism/Specism, is a unique trait to humans... boy, are you up to a rude awakening.

Personally I think she both failed and succeeded at the same time. She failed to make prey the dominators of zootopia and keep her position of power. But at the same time spread emotion fear to do permanent damage.

I think of this in two ways: 1.) Bellweather's Plot works a bit like Guy Fawkes' plan to bomb the Parliament building, reveling flaws in society but also instilling fear of further revolt and 2.) providing a framework to mitigate or eliminate such a panic wave like that ever again. Sure, there's going to be segments of Zootopia's prey populace that will remain convinced that predators are atavistic killers. Fear may win in the short term, but trauma wins out over the long haul. So certain of the prey population will live with the trauma of predator attacks even with a lack of evidence to support such incidents. But given that there is now knowledge of what caused the attacks in the first place, I can imagine Mayor Lionheart and the city council making the cultivation, refinement, and distribution of night howler berries and plants throughout the city illegal or at least tightly restricted. I believe, also, that a new arm of research will come about looking for other plants like night howler and the effects these flora have on mammals of all kinds. So, in away, Bellweather's conspiracy succeeded, but it also failed grandly. And also produced a new idiom on the minds of Zootopia's denizens: "the sheep who cried predator."

Maybe Bellwether will escape prison if they make a second movie and still try to complete her plan 🐑

Swinton's first name has been hinted of being either "Hillary" or "Tilda" Swinton was going to be a murderous villain, which, in her description makes Bellwether sound like a saint.

I like what lion heart was doing, I just wish that didn't keep it as a secret, and actually telling the public what is actually doing with it, and that would put all the blame on bellwether for pelting the predator population to rise in power with fear, so what Judy found out what the mayor was doing she'll do even more investigating of why, and that would help to expose bellwether to the police, and the public.

Honestly I truly believe that even though she failed she has succeeded at some point she did prove just how dangerous they could be if they actually went Savage and fear like that even though she was found out fear like that is hard to break and it's hard to shake such a fear even for pray and somehow deep down that also brought out the praise real colors showing their true selves as fearful quick to judge and just as much is a danger as the predators but I doubt it would stop there there'd be like-minded prey that would see this plan and probably try to enact it again just in a different way I wouldn't be surprised if there'd be a second zootopia movie based on this it would be interesting but it is also a very interesting concept in a very powerful one

Lastly, the ending is not predictable like the one in SpongeBob, Your Fired with SpongeBob being rehired at the Krusty Krab at the end and Mr. Krabs made up for the nickel he lost with a money-spent bathroom installed in the fast-food restaurant, it instead ends with Bellwether finally reforming calling off her whole genocide of all non-sheep anthropomorphic animal species in the world to give sheep peace and equal rights and finally end the segregation and discrimination they recieved from other animal species for hundreds of years plan and she and her henchmen willingly surrender to the police and Bellwether tearfully apologizes to Nick and Judy for all her past crimes and villainous actions, reconiles with them for it and explained the reason behind it, not out of being power-hungry but being an anti-villain to create Justice and equality for her species and her tragic backstory on why she became a villain to begin with and Nick and Judy understanding it, forgive Bellwether for all her past actions and Bellwether and her henchmen willingly return to prison promising to do better and start new roles as prison-incarnated heroes and protagonists in the future and Nick and Judy promising Bellwether that they will try to fufuil her dream of creating a world where sheep have equal rights and Justice no longer segregated and prejudiced by other species the taking and heroic protagonist way and not the anti-villain way like she previously tried to do but failed once and called it off due to her redeemption next as Bellwether and her goons are sent back to prison for the rest of their life sentence. That is true. That's what prevents her from being a real diabolical villain like Frollo, Scar, King Candy, Master Xehanort, Fire Lord Sozin, Azulon, Ozai, Princess Azula, Amon and the Equalists, The Red Lotus, and Kuvira. They have backup plans without relying on only one lousy weapon and only one plan that was going down the drain for Bellwether. Those are real villains who plan everything which she lacked.

She, in my opinion, did install enough fear. She has reminded Zootopia of their history, of how predators were once indeed savage, and how easily they could all revert back to it. She showed what it was truly like to witness savage preys and predators, whether they were shot with a night howler or not. She showed that is was truly possible for Zootopia to go back to its old ways just from her drug, and that drug is definitely still out there. She, no doubt, has a group of followers who believe in the same things as her or who has gone through what she has, and will try to revive her plans when given the chance. The drug that was made was only a small part of the plan, and with 90% of the population being prey, there will certainly be at least 1-10% of them who have or will join her group. She may also have predators in her group due to predators being isolated from others around them from the new fear. She might not even know of this group or they might’ve started small from her sidekicks who eventually expanded. She probably doesn’t even have this group, but it is a real possibility. Those who have faced injuries from the drugged predators will most likely be fearful or angry towards the attackers, sad or empathetic towards them knowing they were drugged and had no control, or won’t care at all, but the ones first mentioned will definitely exist, it may just be one or two, but they will exist. Like you said, Zootopia now knows why others were going savage, so there might be someone who will use this information to do harm once again.

The original story was going to be even darker and sadder, I wonder if they'll ever release a DVD with the storyboards of that one. Now about the video, if only Bellwether knew how important predators are to prey. Maybe if she *had* been successful, her mistake of getting rid of the predators would have been evident perhaps some months later. Predators are nature's way to keep balance. I've always been curious, though. What do you think happened to the omnivores? Do you think they would have been "tagged" like predators or pardoned because they also eat plants like prey? Speaking of which, there wasn't any monkeys in the movie 🤔

The irony is that even if Bellwether succeeded, it would only be a matter of time before infighting. Instead of seeing themselves all as prey, they would probably splinter into lines between their species or territories.

Bellwether was certainly an unexpected villain with how she was able to play the part of a timid character who showed some subtle signs of not being pleased with how she was treated. Though is scary how she was able to turn the citizens of Zootopia against one another by simply targeting a handful of predators and hitting them with concentrated pellets of night howlers to make them attack other animals. Then lucking out when Judy saw Mayor Lion heart had the predators who were hit with night howler pellets locked away in a secured facility to determine why they went savage and claimed the title of mayor.

I think Bellwether has dwarfism because unlike most of the sheep in the Zooptoia franchise, she still resembles a sheep lamb instead of an adult sheep and failed to grow to the size of an adult sheep, Bellwether being teased and bullied and discriminated by predators (Both student and teacher) in school when she was a sheep lamb for her species and and for her dwarfism and having mental disabilities and being treated as an outcast for it is possibly one of the reasons is possibly the reason for why she became a villain determined to kick predators out of Zootopia and replace them with only prey animals as its dominant species to begin with, Bellwether isn’t a power-hungry villain, she is just disabled both physically and mentally and has goals related to The Joker’s in DC.

Ratigan and Frollo have no sympathetic motives, proving they are pure evil enough to kill innocents like families and children, even Ratigan attempting to overthrow the queen with unfair, insane laws to follow, and Frollo would persecute anyone that stood in his way just to find the gypsies, one such as trying to burn down a family and burn down all of Paris. Bellwether on the other hand, there are still so many questions left unanswered that never got the development during her last minute reveal that hardly had enough build up and could never make her better than Ratigan, Frollo, or even Scar. However, I see her more like Chirin, Agatha Prenderghast, Baby Doll and even Tempest Shadow, characters victimized by ignorance and tragic circumstances that drove them off the deep end, wanting to rise above any kind of position of power to not feel weak, defenseless, and seen as worthless by the same society that cast them aside or ridiculed their imperfections. Its so unfair to make it look like its Bellwether's own fault she's angry, scared, hurt, and confused, when its the ones who made her feel worthless and good for nothing.

​@@thatgrumpychick4928 That's another good question left unanswered, which is why we need a spin off, graphic novel, or TV series to explain the characters further, even answer more questions regarding the night howler scheme and who else may have been in on it. For all we know, we still don't know how she knew about the night howlers or how long this missing mammal case happened, or if there was any possibility that she planned to send predators off to a walled section of the city like a concentration camp or bring back the TAME collars.

Didn't Judy's father mention one of her uncles going savage (and trying to maul people) after eating some of the blue flowers? To me it sounds less like it's predators reverting to old instincts and more like the stuff in the flowers ramps up aggression and rage and dampens inhibitions and higher thoughts. I don't think the fear would last long because I think it's likely understood that these people were not in their right minds from a drug that they did not willingly take.

Never shall I lose faith in Zootopia either having a Sequel or a TV Spinoff at some point, Bellwether could either remain behind bars or break out somehow.
