Probably for reflection in the water to catch the fishies eye and make them come over to it.

Rays and skates are dorsoventrally flattened fish that are closely related to sharks. All are considered to be within a closely related group of fish called elasmobranchs. Rays belong to three scientific orders - Pristiformes, Myliobatiformes, and Torpediniformes Stingrays are a group of sea rays, which are cartilaginous fish related to sharks! So... I don't know, seems like you should have won. Just saying.
