rallying a guy with more power and a good garrison will always stomp the first rally. It takes a while to whittle their forces to balance the trades. If someone is on I doubt any rally would do a lot.

Their main problem is they have no reinforcements for their rallies, if they caught you with war frenzy & imprisoned and kept their rallies full, they could cause some real damage to you.
