The reason they were calling him sexist was because he was only saying he wouldn't pull her hair "because she's a girl." Not because he didn't want to hurt any fellow student, he made it a boy vs girl thing, he said he didn't want to hurt a girl. That sort of implies special treatment of the other gender, and making the girl feel unequal to him. It wasn't fair that they didn't explain their feelings about his comment, though. It's not okay to shun someone instead of educating them.
