That's not done with CGI! They're made with slitscan. Or hand animated. CGI in 1983 would have been immensely expensive.

This wouldn't be CGI, it's likely just good techniques with the camera. The CGI really seemed to start with the 1987 election, where the opening theme was just a "fly around" of a CGI Parliament Building.

@richardgregory3684 Not the Nine O'Clock News used a Quantel Paintbox- and CGI idents had already been produced for Channel 4, BBC2 (in 1979!) the American Big Three and the French TF1 (analogue). In 1983, the first Blackadder seems to have used a BBC computer or similar for its titles- and of course Ceefax from the mid 70s on showed that computer generated graphics could be produced and edited quickly and simply. A fully digital CGI 30 second sequence would have still been well beyond the 8/16 bit technology of the day- but combining it with some slitscan or analogue techniques was quite feasible, if you had a few months to spare...

My 13th birthday that very day! I remember coming out of the Music Block at school whilst the electorate cast their votes. My first General Election was 1992, as the previous one saw me at 17 and so a year too young to vote!
