Because even if he acts tough, dark and edgy deep inside he is a noble guy who tries his hardest to "fix" damaged women that are similar to him; that is why Batman is attracted to femme-fatale characters like Catwoman because he relates to her and tries to redeem her.

With this and Spider-Man & Black Cat, I've always liked relationships between Superheroes and Supervillains/Thieves. They typically aren't meant to be together, but that also makes it more exciting.

I get why Bruce didn’t wanna pursue a relationship with Selina aka Catwoman(because of his duty to Gotham as Batman) but of all the women Bruce has been with,Selina was the ONLY one who wanted him and didn’t care about duty or anything like that. @@JustYrk3lg because she's a homicidal jezebel who follows a sick ideology on how to create a better while I'm not that crazy about Selina but she cares about batman to not hurt him so much and batman seems to stand up against her if she crosses the line; on the other hand, he doesn't put much effort against Talia and her family's crimes and I started to really despise her after the introduction to the character of Damian. Catwoman isn't perfect either but she's a healthier person for batman than Talia, in my opinion

But I do think some writers don’t understand how to make a character the same to its original counterpart but different.
