That wouldn't make any sense, whatsoever. If the regimes changes, then these words wouldn't apply anymore. It definitely is, and will always be this movement's song. But this is a sad song, and NOT an anthem! National Anthems suppose to be patriotic, inspiring, uplifting and pro-country, and not against something, like this song is. "Ay Iran" should be the National Anthem, because it actually is an anthem, and it's inspiring patriotic, and beautiful.
