Can the player play the ball off the outside influence?

A.
No, the player would incur a general penalty.
.
When a referee is wrong, the player has the option of asking the referee to get a second opinion, but that option is purely at the decision of the referee. In this case, the tournament director is the person giving the wrong ruling.

What should have happened?
The player must place a marker beside the outside agency's foot, then lift the ball, have the outside influence move away, then DROP the ball within one club-length of the spot directly below where it came to rest, no nearer the hole.
RESULT/PENALTY:
The player should have incurred a penalty of two strokes, however because the referee gave the player the wrong ruling, the player incurs no penalty. It should be made known that Doug is wrong in his interpretation of the Rule. Shooter McGavin's only options were to take free relief, or penalty relief.

I read that if the ball goes out of bounds, it needs to be played from as close as possible to where it was last played. In Shooter's case, since the ball landed on the guy's foot, that would likely count as out of bounds.

You are correct about 'a ball that goes out of bounds, must be played as near as possible to the last place played'. The 'guy's foot' is not out of bounds, most spectators who come to watch the golf, are behind the ropes, but this is within the boundaries of the course.

I guess that makes sense. If I were Shooter, I likely would've used a putter instead of a wedge; mainly for the guy's sake; or I would've stuck with the wedge, but gone with answer 4.

What if Mr. Larson moved his foot from under the ball or even kicked the ball far away. How would that be counted. I would not let someone swing so dangerously close to my foot.

It doesn't surprise me. I feel like Shooter asking for the ball was probably a director's nod for what should have happened. But because this is an Adam Sandler movie. "Play it as it is because it's funnier."
So would you technically hit it off their foot if this were a real life scenario?

@@noeespinosa9359 Pick up the ball, move it straight to the nearest playable spot, drop it. This may incur a penalty stroke, I'm not 100% on that.
Does that even works to play the ball as it lies? Even the same with PGA?

Because that's not the rules, play as it lies is if it lands in a playable area, a person is not a playable area

@@giovannigalvez8598irl he probably would have been very easy to move. Kiel’s leaning on the shorter guy, and it fits his character, but in real life he probably needed the support from that guy so he wouldn’t fall over (his condition probably left him pretty weak)
