The beginning of the round would move, so you will find the correct position to start making handle.
should i make increases in all the rounds?

It's up to you. If you increase in every round you will have an oval.
Is it okay not to make the increases after having the base and just go in a round shape ?

Totally fine, but it will be slightly different shape. I wanted to make it more round shape, it looks more interesting for me. But every shape would be great 😃
