These are Bourke Parakeets. They are very different than a Budgie. It depends on what you want in a bird. Some like them some don't. kzread.info/dash/bejne/hpdtp8qbmKiqeMY.html Here is a video of them

It can be hard to tell male from females especially the color mutations and young birds. A dna test is best. With the normal/wild color, males will have more blue above their cere and ears then the females.
