Hi Adam, I went through different Azure materials online and its very difficult to get information out of noise. I can tell from my personal experience that this is the most authentic and to the point training I came across. I was looking for it. Please make a series on DP900 as well.

What is difference between scale sets and devtest labs ?

Scale sets are identical machines from the same image, built for scalable applications. dev/test labs are just temp machines for development/testing purposes.

Why is DevTest Labs PaaS and not IaaS?

The VMs that DevTest labs that are created are IaaS, but DevTest Labs can also create PaaS services. In general the service itself is most likely PaaS, but some could state it's SaaS. Unfortunately the line is very blurry here and Microsoft doesn't specify exactly to which category each service belongs. To be honest I always found this entire IaaS/PaaS/SaaS distinction a little stupid, it doesn't deliver any value honestly. Just use the service that requires the least amount of management from you.

The concept of DevTest Labs is not very clear - 3:53 what you mean test and develop things? It's about the VM configuration that we are testing or we testing some app on given VM configuration as a tester? And when it comes to development - Should I use that service to not pay for my desktop VS licence to release commercial software? Instead of that I can setup my own machine for "hours" that will be cheaper? I'm just confused, sorry.

As the name suggests. DevTest labs are VMs to support any kind of development and operational activities. So all scenarios you explained might apply. If you install Visual Studio you still need to have a license, it's just does the installation for you. Virtual Machines are priced the same as regular ones. It's about the features which allow you to create many VMs and control them and allow team members to create VMs on demand and share them without giving them resource group contributor accesses.
